The Hawaii State Public Utilities Commission (PUC) regulates LWC rates. A copy of the approved tariff is on file in the LWC/HRI offices in the Laie Shopping Center.
As approved by the PUC, LWC charges customers as follows --
Effective July 20, 2007 through January 20, 2008:
Monthly billing charge - $4.00
Usage charge 0-13,000 gallons per month - $2.00 per 1,000 gallons
Usage charge 13,001-30,000 gallons per month - $2.50 per 1,000 gallons
Usage charge over 30,000 gallons per month - $3.00 per 1,000 gallons
Usage charge over 400,000 gallons per month (commercial) - $5.25 per 1,000 gallons
Effective January 21, 2008 through July 20, 2008:
Monthly billing charge - $5.00
Usage charge 0-13,000 gallons per month - $2.34 per 1,000 gallons
Usage charge 13,001-30,000 gallons per month - $3.00 per 1,000 gallons
Usage charge over 30,000 gallons per month - $4.00 per 1,000 gallons
Usage charge over 400,000 gallons per month (commercial) - $5.45 per 1,000 gallons
Effective July 21, 2008:
Monthly billing charge - $5.00
Usage charge 0-13,000 gallons per month - $2.66 per 1,000 gallons
Usage charge 13,001-30,000 gallons per month - $3.20 per 1,000 gallons
Usage charge over 30,000 gallons per month - $4.77 per 1,000 gallons
Usage charge over 400,000 gallons per month (commercial) - $5.65 per 1,000 gallons
Other water charges include:
New residential ¾” water meter - $3,100.00
Reconnection fee (business hours Monday through Friday, 8 a.m. - 3 p.m.) - $150.00
Reconnection fee (non-business hours) - $225.00
Returned check fee - $20.00
Delinquent account collection fee - minimum $25.00
Late payment fee - 1% per month of delinquent balance after 30 days
An LWC representative reads the water meter located near your property line every month.
LWC issues a billing statement every month. Payments are due 30 days from the date the bill is issued. Residents may pay their water bills at the LWC/HRI main offices in the Laie Shopping Center, or mail them to:

As noted above, late payments are billed an extra 1% per month of the delinquent balance.
