The property owner is responsible for all water usage and piping system maintenance on the property owner's side of the water meter, including the customer shut-off valve. City law requires that a Licensed Plumbing Contractor perform all plumbing work. Each customer is required to have his or her own customer shut-off control valve to isolate and work on the pipelines within his or her property.
